I tell people who are new to not move it because I don't want them to mess with my dry/wet Yerba separation or mess up the filtration if I am having a finer Yerba. For Uruguayan Yerbas it is true that some people will rotate the Bombilla to play with the mountain and improve the Cebadas, but imo is just more comfortable to prepare different mates with less Yerba if you want to drink more than 1 Litres

I touched the bombilla once while learning about mate in Argentina. I was removed from the drinking circle haha.
I was explained that it’s a cultural tradition to not touch the bombilla. If you move the bombilla it’s like an insult to the one that made the mate.
