Not really true. It got a few headlines but it wasn't a game changer for this; LGBT representation had been present in numerous games before 1999 (notably Phantasmagoria 2 in '96) and even same sex marriage was in Fallout 2 in 1998. It had no real effect on the games to come from the likes of BioWare etc. as it was just the way the wind was blowing anyway.
It didn't save The Sims either, it would have been a success regardless. The Sims existed because of Will Wright as 'Dollhouse' long before this and was always going to be released due to the success of the Sim City series. The kiss had next to nothing to do with its' success.
Do I think it was a bad thing? Absolutely not, and you're spot on that it was still a societal taboo at that time. But it's a bit disingenuous to say it 'saved' The Sims when it didn't.
