In my experience you can achieve the same non-legato galloping effect with 1-3 2-4 as long as you’re careful. When I learned mazeppa I coincidently suffered an injury to my fourth finger midway so I ended up learning the piece using both fingerings (the striking force used in 2-4 2-4 was too painful). After I recovered, I produced a recording that in which I played half of the thirds using 1-3 2-4, and the other half of the thirds using 2-4 2-4. I heard the same galloping effect throughout the whole recording.
Of course, 2-4 2-4 entirely prevents the need to be careful for not playing legato, and unambiguously represents Liszt’s intention. But imo 1-3 2-4 can produce the same effect if done carefully

In my own evolution of piano discovery, I've found that " play everything " is quintessentially the best advice.
I use the 545 Scarlatti Sonatas & both books of Bach's WTC as a folcrum to arrive @ higher clarity & articulation in the Chopin Etudes which in turn make the Transcendental Etudes possible that also facilitate my Petroushka/ Islamey & / Gaspard predilections.
