For the naysayers talking about how cheaply one can get a tub of them at the home center, or how much time to make the jig?
Looks like about 5 minutes to me, to have them for free (in time and money). Making the jig, another 5. Assuming the availability of the scrap pieces. Make the notch in the jig by sticking it to another thinner board at a slight angle (using screws, double-stick tape, hot melt, whatever) and the thinner board rubs the fence, to cut the long part of the angled notch in the jig. Finish with a hand saw. Screw on another scrap for a handle. (Writing is optional.) Then just buzz through whatever 2-by scrap you have, cutting it to length first then ripping the shims, so they're with the grain. Versus stopping work, running to the home center however far away, back in what, couple hours?
So, depends on your circumstances, but sure, grab the home center shims if you're already there and stocking up. But if you run out while on the jobsite installing doors and windows, or if you're just looking for something to use up some scrap? If you got the right stock or scrap pieces available, you've already got your shims right there, for free and no home center run needed.
And that's not even mentioning the flexibility of making the length and thickness to suit your own project.
Looks like a winner to me.
