I agreed with Chris that, in this instance, it could be construed as being racist, as it was said as a barb. In the sense of "take that you British guy, your tea was thrown in the harbor!" Of course it wasn't intended as such, and was spoken as a jest or heckle from an audience member at a comedy show.
