In my experience, when someone is at high levels of stress or anxiety, a good approach is asking what is the problem and what can be done about it, making it feel the focus is in the cause of the problem. When one says someone "tranquila", or "relax", one only makes the feel blamed, like they were the problem, and not the situation being the problem.
