Reminds me of the Iron Wolf portion of the Lithuanian tree. If you do Iron Wolf focuses and get Mindaugas III, there is actually no point in Iron Wolf because it gets disabled.

I agree with the lack of clarity. Let's be honest though, unless you will only have 295 days to build civs, I would take Laissez-faire Faire solely for the research bonus which should be way more valuable in even a year and a half.

For the research bonuses alone its worth laissez faire, 3x 150% industry will give way more value than 7.5% construction
