I always saw it as an intentional gag by some intern. Oulu is certainly relatively north but almost in the middle of Finland geographically, its not a capital and its not in Scandinavia

When that slogan appeared years ago, Oulu got ridiculed quite a bit for it. The fact is, though, that lots of older people in Finland were actually taught in school, maybe all the way up to the 60's, that Finland is a part of Scandinavia. Simply because their teacher believed so. The youngest of that generation would still have been in the workforce when that slogan was invented. Source: I've heard it from the mouths of a number of older people themselves.

Like, yes, on some maps it is but it really... Isn't? Only the Northernmost part of Finland is part of the Scandinavian Peninsula.

funny thing about scandinavia is that it gets hella confusing, really quick. Culturally speaking everyone in nordics knows what it is, geographically not so much, as finland, the kola peninsula and east karelia all are part of what you might call fennoscandia. I guess by that definition maybe you might call Oulu the Northern capital, but even then Helsinki, Oslo, Stockholm or Copenhagen are much better candidates.
