Get an old bicycle inner tube, cut the tube open across the diameter and then split it open longways. Cut it to length so it's an inch longer than a slight stretch fit around the wheel, and trim the width of the strip so it hides under the cover completely. Make a little slot on one end of the strip an inch from the tip, and cut the other end so it is missing 2 small squares on each side about an inch from its tip so it looks like an H with the H's center section being as wide as the slot cut on the other end. Clean the entire thing tip to tip and back to front with rubbing alcohol or brake cleaner or something. Also clean the steering wheel surface and the inside of the wheel cover. Then put the strip around the wheel and put the tip of the H end through the slot on the other end so it's secured as a slight stretch fit around the wheel. Use contact cement or super glue to hold the tip of the H end down flat onto the slotted end and hold the stretch fit in place. Put the cover on the wheel over the bicycle tube strap, and voila. That sucker ain't slipping. If it DOES still slip a bit, cut strips of 80 grit sandpaper and super glue them to the inside of the wheel cover so the sandpaper grit grabs the bicycle tube surface. It AIN'T moving at all after you do that, for sure.
