It really depends on the individual . While it is very beneficial to know about how music developed from the past, I think it is a double edged sword. I don’t necessarily believe that if someone is deficient in historical knowledge then such a person cannot be a good composer. If that were the case then jazz would have never took off. Also the statement indirectly implies that only Western European art music is worthy of being learned as a historical base for further development. While I agree that European art music is “generally” the most expressive and theoretically advanced music (excluding a few parameters), you wouldn’t necessarily call a European composer to be superficially interesting if suppose they didn’t have any understanding of Indian classical music. Likewise I just feel like it is very possible to create colourful, meaningful and expressive music without delving deep into a historical context of where the current forms evolve from. I think holding a presumption that all music composed by someone who is historically disconnected, is a very unfounded thing to say if not blatantly Eurocentric.
