I think Polybius, like most legends, is based on a lack of understanding at the time (like how the Kraken was based on the giant squid), videogames were still a new thing and there was still panic on how it affects children. As for why it stayed relevant, it was adopted into Creepypasta Culture and people just had fun with the idea.
