It's really strange that they made some of these NPC's (including the scarecrow) not interested in men or women romantically in their orientations, but you absolutely CAN romance them and after a couple tries, their orientations will change. Not to say attraction can't be fluid, but I guess you could chalk it up to a broken feature :P
