The fourth Dark Imperium book will be about Guilliman mandating all marines must perform 30% of their weekly hours in volunteer work and be mostly about Cato Sicarius serving free breakfast at the local munitorium buildings.

Wait until Guilliman meets Leandros. The disappointment he'll feel finding out Leandros's mindset along with what he did to Titus will make the disappointment he felt for Felix feel like nothing

This highlights an aspect of Guilliman that few see save for a select few. When the facade drops, Guilliman is "concentrated human". Hid ability to lead doesn't stem from his intelligence, ferocity, or willpower. It stems from his love for people and his ability to process what others cannot even fathom. This is made even more evident when we consider that the big G was rallying worlds to his cause before he'd even met his father. The big E was so impressed that he left Ultramar to Guilliman. On top of all that, big G was rebuilding the empire during the herecy and realized that his brothers were better candidates for ruling. Once he discovered Terra was in danger, he turned all ambitions towards saving his father, brothers, and people. Robot Gorillaman is one of my favorite characters and why I play Ultramarines.

I never read that as Guilliman being disappointed in his son, I read it as him being disappointed that his son is right and he knows it.

This reminds me of the "a person is smart, people are stupid" speech from Men In Black. Surely they are making the same argument here

His son got a point, group mentality is powerful and often blinding. Studies also show that many people vote more so based on emotions than reason

Guilliman gave him the "I'm not mad I'm just disappointed" treatment, he really is a dad.

Honestly, he was almost right. A single person is smart, and many people are just a herd of animals. But when he concluded that means they need a firm hand is where he was wrong. Order is important as much as making sure it is maintained, but thats secondary to the most important thing. People need a guiding gentle hand. Someone that is there not just to tell them what they should do and what is right or wrong. They need someone that genuinely cares about them, their plights and their concerns. They need someone that doesn't see them as ignoble or useless, or thay thinks themselves to be above the people they are leading. The best leader is one that looks at their people as people instead of just numbers, and Reboute above everyone knows that.

He may be disappointed, but Decimus having the ability to acknowledge his lapse in perspective and openly speak his mind to his primarch is fairly i.oressive by 40k standards.

If anything Guilliman is probably thinking back to the Great Crusade and the 'liberation' of so many worlds that just wanted to be left alone. The 'heavy hand' the Imperium used to bring those worlds back into compliance because they 'didn't know what was good for them'. Perhaps Roboute had hoped that he was wrong about the mass of humanity... or of the instinctive desire in the Imperium to deal with any minor issues with an iron fist.

Guilliman is actually, grudgingly accepting this grim reality being spoken by one of his sons... I mean. He asked the question. And this is how far humanity has actually fallen. Just takes Roboute a minute to actually accept it really.
