holds are ALWAYS accurate because the reticle is etched in the glass on quality optics. unless you have ran your scope on a mil board it is possible even with high end scopes that it doesn't track perfectly. at the end of the day its up to you but after 12 years behind long rifles i hold until its more than 7-8 mils at which point i have a dope chart for a shift to dialing on 5 mils and stacking the hold. for those still reading the reason is scopes tend to be most accurate at tracking in the mean of the turret and towards the ends the dials get stressed some.
