Because menthol hypersensitizes nerve-endings that sense cold temperatures, just like capsaicin hypersensitizes nerve-endings that sense hot temperatures. Both oils are evolved as a way to repel grazing mammals from the leaves and fruits of various plants by producing an intensely unpleasant sensation upon eating them, but humans happen to be less sensitive to them so we can enjoy the experience instead of being in agony. (well, most of us anyway; some people genuinely suffer from any amount of capsaicin and/or menthol.)
If you want a real thrill, brush your teeth with toothpaste containing cetylpyridinium chloride, an antibacterial additive. I may be unusual in this respect, but that stuff hypersensitizes the “cold” nerve endings in my mouth so much that my mouth aches for a minute or so when I rinse it out with water, as if I’d rinsed my mouth with icy slush instead.
