Yep, that's a jail. They ran chains through the floor hoop and attached multiple prisoners to both sides of the chain. If it had been privately built it would have been really spooky to find drains in the floor. It would make a great place for a Halloween party.

That’s what they used to hold you in until you got transferred to the prison they put you in the middle of nowhere I did a social study report when I was in high school when I was younger and that building was actually part of the social study report that I was doing about the old school jails and prisons from 1900

Jailhouse or not that thing gives off real creepy vibes of not actually being used as a jailhouse even if it actually was called the jailhouse it just gives me weird vibes I understand the things on the floor are used to chain up multiple inmates I read the other comment but still it gives me weird creepy vibes of like somebody who would kidnap you and that's where you stay
