The main issue with Native American history is the fact that they mix any history if even left with a lot of mythology I honestly agree with the culture aspect as well as I compare it to the Maya with numerous city states belonging under a similar culture. If there was an empire, then it probably wasn't unified and rather just the most prominent city state that dominated the others

My illustrated ancient book when I was a kid referred to the Toltecs as a culture that interacted with the Maya- sometimes war sometimes raising a city together. I don't recall them ever getting a spot on the map, but the book did point out a site where they had built things with the Mayans.

Maybe such a culture was led by a religious caste, who the Aztecs of the time actually recorded as being the “Tolteca”, and to them they were less of an empire, and more simply a migratory group of, as you mentioned, “wise folk” who had a great deal of cultural and religious influence. Perhaps the Tolteca were, to the Aztecs and other Mesoamerican peoples of Central America, similar to what the Druids were to the oldest tribes of Bretons, Gauls, and other Celts.
