"Virtus" can have different meanings in different contexts, but generally speaking, the best translation for "virtus" in English is "excellence", based on the Greek "arete". That's the best broad definition which can fit all its usages. In this sense, the "virtus" of a thing denotes a certain perfection of a power or ability in a person. A person who has the virtus of grammer, has the conditioning to use grammar correctly. It can be said that "virtus" encompasses a sense of effectiveness and fulfillment of potential in various domains. It isn't restricted to being used solely with men, at least during the time of the Roman Empire.
There is definitely further nuance to the term as well, but that initial comment is imprecise, unless you're speaking of the time of the republic and earlier. By the time of Cicero, I'd say the best definition of "virtus" was "excellence".
