Let's say truth: he was the most useful and successful primarch through all Heresy. Yes Horus was the face and the strongest because he was Chaos avatar (yes only because of this, normal Magnus, Lion, Leman, Sanginius are stronger, bite me), Lorghar was a creator of Heresy, but Perturabo was a true leader of armies in Heresy. Especially in the end. Without him and Alpharius Horus probably wouldn't approach Terra. Dorn, Ferus, Perturabo and Roboute are too damn good it strategy and tactics.

Perturabo woke up climbing a mountain already knowing how to do everything perfectly, robbing him of a chance to grow. He was tasked to destroy when he wanted to create. His brothers never paid any mind to his many talents and often forgot he possessed them, because he was never asked to use them. Ultimately a man with a galaxy of potential before him but squandered because he couldn't overcome his own demons. I'll never know why anyone dislikes this Primarch.
