You can’t just bury the lede like this. Mortarion was targeting only the douchebags. All the slaves were left unharmed. He wasn’t rejecting surrender just for kicks. He was choosing to kill all the upper class/slavemasters. Kinda like Danaerys did. It’s very in-character for Morty.

So I've read the book not too long ago of when he invaded that world (good book you should read it) he wasn't ordered nor tasked to attack it, he attacked because he saw it needed to be liberated. The people who were used by slaves by the planet's high lords weren't killed unless they attacked the Death Guard, the rest of the population was.

I would like to point out that in the invasion they specifically targeted military targets and avoided civilian areas and would warn civilians before deploying any heavy ordinance. Mortarion was merciless toward those he viewed as tyrants, but was very protective of the innocent. His battle philosophy was based on the fact that civilians suffer the most from prolonged sieges. He believe that unrelenting and decisive attacks were the best way to prevent unnecessary casualties.
