I think SSJ 4 should be achieved by Broly, his fighting style and abilities line in better than any other character to develop this. Since his Oozaru Fury form is kinda like taming the Oozaru, and now that he has a grasp of SSJ, they just have to get him his tail back.

It doesn’t make sense for gotenks to have ssj4. They’ve never had anything to do with the great ape. They need to master ssj3 instead. A canon ssj4 (it would definitely be called something else) really only makes sense for broly because of his wrathful/ikari state and stuff

Ssj4 would be the perfect way to make Goten and Trunks relevant again. It would give them their own purpose in the story while also allowing them to have their own path of power like the others have been doing recently

Idk about SSJ4 Gotenks, the only character that i can see getting ssj4 Is broly, because he is the most connected with the Oozaru form (Ikari). I mean wouldnt say no to Gotenks having it. It would be nice if it was canon.

If they call back to the concept of the super saiyan bargain sale and keep Gotenks' role as a more humorous character I think it's more logical for Gotenks to achieve super saiyan blue or ultra instinct/ultra ego hybrid. It'd be nice for Goten, Trunks and Gotenks to be treated as a serious contender though.

Toryiama stated that if you train the super saiyan form then it will continue to grow stronger. This makes me hope they unlock SSJ3 and master it
