Indigenous peoples in Canada are incarcerated at a significantly higher rate than any other population. And they have worse outcomes in nearly every measure of correctional performance.
Ivan Zinger, the correctional investigator of Canada says, “this is a human rights travesty and one of Canada’s more pressing human rights issues.” According to Zinger, it’s difficult to escape the conclusion that the correctional system perpetuates conditions of disadvantage and discrimination that contributes to such a disproportional incarceration rate.
