The only times in the various Dragon Ball stories where Vegeta getting SSj3 would have made any sense would be the Super 17 arc in GT and the Battle of Gods arc in DBS. In both situations, the story was set up for Goku in his newest form (SSj4 or SSj God) to be the one doing most of the fighting.

In DBZ, I think the consensus was Goku needed the otherworld or fusion magic needed to be involved for SSJ3 to be reached. In Super, Goku seems to imply that he can teach SSJ3 to Caulifla. Vegeta also scoffs at it after Goku shows Trunks. So I took that as the otherworld and fusion aren't required by the events of DBS to learn the form.

Also, SSJ3 can't just be achieved through training like SSJ2 can. Goku only got it because he was able to train in other world. Gotenks only had it because he was a fusion, and had far more energy than a normal being. Vegeta hasn't trained in other world (he didn't have his body while he was dead), and he's not a fusion.

It has never been mentioned why Vegeta never achieved SSJ3 or even tried to achieve this form. That can be weird due to the fact that Vegeta has always tried to reach Goku's level so that he could close the gap between them. But the theories actually make sense. As mentioned, only Goku and Gotenks have been able to achieve this form in canon.

Vegeta can't go SSJ3 because he hasn't trained in the otherworld, unlike Goku. A Saiyan can achieve SSJ3 through intense training an average mortal body isn't capable of, and Goku only achieved SSJ3 through years of training in the otherworld. Also, SSJ3 is a very limited transformation, so Vegeta probably hasn't even tried.

The way I interpret it was, to go SS3 you need to have a certain amount of energy. When fused, Gotenks passed this point, so could 'flip the proverbial SS3 switch'. Individually, they did not have the energy to, so could not. On that basis, Vegito could easily go SS3. Boards. Dragon Ball - General.

Vegeta went SSJ2 vs Beerus. If he could go SSJ3 that was the best opportunity to do so. SSJ3 is a Goku-Exclusive (And Gotenks Exclusive <_<) technique. This is ultimately why Fusion Dance would not have worked vs Beerus.

In my own opinion, the only reason Gotenks can utilize SSJ3 is because the compound nature of the fusion being able to handle the transformation for the duration it has been shown to be able to withstand.
